Commute Trip Reduction
(CTR)

The Washington State Legislature passed the Commute Trip Reduction (CTR) law in 1991. The CTR program uses partnerships between employers, local jurisdictions, planning organizations, transit systems, and the state to encourage employees to ride the bus, vanpool, walk, bike, work from home, or compress their workweek. Kitsap Transit is the contracted administrator for the Commute Trip Reduction Program in Kitsap County. The major goals for the CTR program are to:

Kitsap County has 35 CTR sites that are actively reducing congestion, air pollution and fuel consumption within Kitsap County. With the rising price of fuel and the expected growth in Kitsap County the importance of the CTR Program has greatly increased.  In 2005 CTR worksites reduced 1175 trips by using a commute alternative.  By reducing 1175 trips in 2005, Kitsap County CTR Volunteer and Affected sites saved 386, 839 gallons of fuel. 

 

Affected CTR worksites are required to have an Employee Transportation Coordinator (ETC) on site to encourage rideshare and administrate the employer’s CTR Program.  To see if your employer is affected by the CTR law, see the List of Employee Transportation Coordinators.

In 2006, the legislature adopted changes to the CTR law to make the program more effective, efficient, and targeted.  The new CTR program will officially start on January, 2008.  To implement the CTR Efficiency Act, the Washington State Department of Transportation (WSDOT) are working with cities, counties, planning organizations, and transit systems to develop the rules and create new plans.
